Overview
Not every sling ends in a QD swivel. Plenty end in a snap hook, and a snap hook needs something to hook onto. The Kingston is that something: an open steel loop on a rail clamp, 12 mm above the rail, that takes any type of sling hook without adaptors.
The loop bar is deliberately narrow - also 12 mm - and that is a noise decision rather than a weight one. A hook riding on a wide flat bar rattles; on a narrow bar it seats and stays quiet as you move. The material is the usual AFR recipe: structural steel, heat treated, surface hardened by carbonitriding, so a steel hook working against the loop does not wear a groove in it the way it will in light alloy. One DIN 7984 M5x25 screw holds it to the rail, and the whole part weighs about 15 g.
